		<description>hmm... maybe, although jaywalking is even more frowned upon in Seattle than in Los Angeles.  Now, Seattle is by no means as cold as Chicago, but I would think that rain would be a similar incentive.  It really seems to be an east-west thing for some reason.  DC, NYC, Boston: all jaywalk like crazy.  LA, SF, Seattle: not so much.  I see it occasionally in Portland, but definitely not like east coast cities.</description>
